Please read to avoid delaying your purchases.


We will be using the NC E-Procurement system to do all our purchase orders in the future. Please pay close attention to this email and the documents attached as it will affect everyone who issues a requisition for purchase. I have attached 2 documents that will be sent to most of our vendors. Please read through these to better understand what e-procurement is all about. The short version is----we have been required by the State of North Carolina to use this system. We had absolutely no choice in this matter. Please explain this to any vendors who may have hard feelings against the college over this initiative. We can only issue PO's to vendors who are registered with the e-procurement office. Registration is supposedly simple--but you must have internet access. The vendors will only be able to receive their PO's by fax or email. No other means are available as of now. It is plain and simple--if the vendor is not registered, we can't issue a PO to them. Please encourage your vendors to register if you want to continue to do business with them. The downside to the vendors is they will receive a bill from the state at the end of the month for 1.75% for any products they delivered by e-procurement PO that month. Please be aware--the fee only applies to "goods", not services. Labor does not incur the 1.75% fee. When you get a company to give you a quote that will include any service, maintenance, or labor, it will need to be broken out separately BEFORE we cut the PO and receive the item or service. Otherwise they will be billed for the 1.75% fee for the labor or service. You will continue to follow the guidelines that have been in place for submitting requisitions, such as approval and bid requirements. If you wish to find out whether or not a vendor is registered you can do so on the internet at: www.ncgov.com/eprocurement/asp/section/registered_vendor_search.asp . If you have any questions or concerns, please contact me. If you submit a requisition for a vendor that is not registered, it will be returned to you unprocessed. Again, the college had no input into the decision to use e-procurement.
